feat(alerts): Benachrichtigungen per E-Mail und Webhook (#012)

SMTP mit STARTTLS fuer Microsoft 365, Webhook mit HMAC-Signatur, taegliche oder
woechentliche Zusammenfassung, Versandprotokoll und Testversand. Keine
Doppelmeldungen dank Pruefung gegen das Protokoll. 134 Tests.
