docs: Projektplan, Issues und Konventionen anlegen

Plan nach Freigabe vom 12.10.2026 mit den Antworten auf die sieben
Rueckfragen. Issues fuer alle fuenf Phasen als Dateien, bis der
Gitea-Zugang da ist (#030).
